Perhaps most interestingly, I have discovered that I am able to import directly from the SD card if I select "Browse" in Lightroom then navigating through my filesystem to select the images on the SD card manually.
Lightroom does see my images when I try to import them via "Connected Devices". I know this, because I can see all the previews before I hit import.
In any case, this strongly suggests to me that it is a bug in Lightroom rather than a permissions issue. I am not seeing this issue on my machine. I am very suspicious that Lightroom doesn't show up as in the dialog that Johan posted. Is your NAS Connected smb: or afp:? I've just installed Lightroom CC and am having this exact same problem.
I get the error "file could not be downloaded" when importing files from the SD card using the import previewer. Lightroom Classic can import them fine. I also had Lightroom configured to save a copy to the NAS but I have turned that off and am still having the problem. Lightroom has "removable media" permissions in System Preferences, so I don't think its that. If it helps, I've figured out part of the problem.
